Textile EPR in Europe: how extended producer responsibility will transform textile waste infrastructure

Reconomy, the international circular economy specialist, announces that its brand, Reverse Logistics Group (RLG), has joined Cibutex, a leading network of B2B textile producers and suppliers, industrial laundry providers and recyclers, dedicated to accelerating the transition to a circular textile economy across Europe.
Cibutex is a not-for-profit organisation launched in 2021 by five textile service companies and headquartered in Amsterdam. Its network has since grown to include 60 members across the EU27 countries and Switzerland, spanning business textile supply, industrial laundry and recycling services. Cibutex is involved in the national textile organisations across the Netherlands, Germany, Belgium and the UK, and has a permanent representative within the European Textile Services Association (ETSA).
As a leading operator managing more than 40 producer responsibility organisations (PROs) and take-back systems across 15 countries, helping global brands navigate complex multi-jurisdictional EPR obligations, RLG will bring its extensive regulatory and operational expertise to support Cibutex’s members. Partnering with Cibutex will also enable RLG to expand its already extensive network of textile sorters and recycling partners capable of supporting both closed and open-loop recycling solutions.
The partnership comes as B2B textiles represent a substantial but poorly controlled material stream, with large volumes of textiles placed on the market and removed from use each year, yet the majority still flow into downcycling, energy recovery or disposal. It also follows the publication of new Reconomy research exploring the structural barriers facing B2B textile circularity, which found that while B2B textiles are often better suited to recycling than B2C textiles, circular solutions have yet to scale beyond pilot phases due to challenges including limited data visibility, fragmented collection systems and immature end markets.
Hear from the leaders
As one of the world's largest operators of EPR schemes, we are pleased to partner with Cibutex to help producers and suppliers navigate the growing complexity of textile EPR regulations across Europe. The partnership will also strengthen our market-leading capabilities by growing our network of sorters and recycling partners. We look forward to working closely with Cibutex and its members to help accelerate the transition towards a more circular and sustainable future for the B2B textiles industry.
