A service shaping policy and accelerating circularity

For more than a decade, PackFlow reports have helped shape UK and international environmental policy, guiding decision-making on packaging reform, single-use plastics, recycling infrastructure, Extended Producer Responsibility (EPR), and more.

These studies also support wider sustainability strategies by providing an evidence base for cost modelling, investment planning and material-flow analysis.

Examples include:

Data informing the UK wet wipes ban

Valpak revealed that almost 30.5 billion wet wipes are placed on the UK market annually, nearly three times higher than previous estimates. This insight directly informed proposed legislation restricting plastic-containing wipes.

Evidence for UK packaging reform

Valpak’s modelling work supported Defra as it shaped EPR proposals, informed WRAP’s Plastics Pact targets, and enabled industry to benchmark performance and plan long-term investments.

Circular economy labour and skills

Research into London’s circular economy showed a potential value of £24.2 billion by 2030, with more than 250,000 new jobs across a wide range of sectors.

Additional studies explore UK packaging flows, recycling performance, material-specific insights such as plastics and milk packaging, and the impact of global shifts, including the pandemic, on packaging use and recycling systems.

A legacy of collaboration and industry leadership

Since the first PackFlow reports in 2010 and 2012, Valpak has collaborated with government, industry stakeholders and the wider sector to deliver the most comprehensive and robust material-flow insights available. From the first material-specific PlasFlow report in 2017 to the ongoing series today, each study supports a shared goal, strengthening the UK’s transition towards a circular, evidence-led resource system.

This work sits at the heart of Reconomy’s mission to enable the circular economy. By making PackFlow reports publicly available, Valpak is helping businesses navigate complex challenges with clarity and empowering the wider sector to make informed, data-driven decisions that close the circularity gap.

Hear from our leaders

Every change, from the smallest tweak to full system transformation, should be rooted in evidence. The PackFlow reports combine the UK’s largest packaging and product dataset, over 60 million SKUs, with expert consultancy, enabling us to prepare businesses and government for future trends and tackle current issues.

Bringing these reports together in one place makes them more accessible, supporting better decision-making and helping accelerate the transition to more transparent, fair and circular systems.
